To GM:
Everyone is present at diner, Cixi got up and addressed the congregation.
I would believe that Shaw's acquiescing comment on her leading an army
would be directed to all.  It would be important so everyone would know
that Shaw agrees in being replaced in that role.  Thus, making the
concluding comment of ‘barbarians’ readily available for all to hear.  Only
after that did Shaw technically start to whisper to Cixi. If the GM decides
Matoaka was otherwise busy, I would say that there is a great chance she
heard it.  IMHO
