Tensions are bound to increase, and people may not readily accept the sudden peace. We have had theft, we have had assault, what will happen next? If the law is laid out clearly, people will know it and restraint may be had. This is especially important with mixed societies. There are some who have grown up who treat nothing as private property, and may unknowingly commit a grave offense to others. Others may consider a brawl a perfectly normal way to settle disputes in their old culture."
